The Finnish Red Cross (FRC) and Austrian Red Cross are part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers and staff operating in 191 countries. FRC in cooperation with the Austrian Red Cross are seeking a Programme Development & Management Delegate to Ukraine. The position will be fixed-term and placed in Kyiv, Ukraine. Starting date preferably 2nd March 2026. Mission length is 12 months. Fluent written and spoken English required. Ukrainian and/or Russian language skills are an asset. Minimum of 5 years of relevant professional experience in international humanitarian and/or development programming required. Experience with the Red Cross Red Crescent Movement is a strong asset.

Background

Since the escalation of the armed conflict in Ukraine in February 2022, the Austrian Red Cross (AutRC) and the Finnish Red Cross (FRC) have been providing continuous support to the Ukrainian Red Cross Society (URCS) in their efforts to reach the affected population. This collaboration was further institutionalized through the launch of a joint programme and the establishment of a Joint Delegation, with the objective of enhancing coordination and operational efficiency in support of URCS’s essential humanitarian mandate. FRC is seeking in cooperation with the Austrian Red Cross a Programme Development & Management Delegate to Ukraine. The main responsibilities of the Programme Development and Management Delegate are as follows:

Main responsibilities

  • Identify and pursue strategic programme and funding opportunities in close coordination with URCS and Joint Delegation leadership.
  • Lead and coordinate high-quality proposal development - including concept notes, full proposals, logframes, and budgets - in close collaboration with the Programme Coordinator, technical experts, and URCS staff.
  • Contribute to effective grant management across the programme portfolio, including project modifications, donor compliance and reporting.
  • Ensure coherence and quality across programme logframes, indicators, budgets and reporting frameworks, working closely with the PMER officer, finance colleagues and URCS staff.
  • Produce high-quality donor reports, updates, and programme documentation, ensuring accuracy and alignment with donor requirements in close coordination with the PMER officer and URCS staff.
  • Strengthen URCS proposal development and programme management capacities through joint planning with URCS teams and relevant capacity building and training activities.
  • Represent the Joint Delegation in coordination meetings with Movement partners and external stakeholders, as delegated.
  • Contribute to communication and visibility efforts, including gathering operational content for donor communication and operational updates.

Requirements:

  • EU work permit preferred.

Education

  • University degree in international development, social sciences, management, humanitarian affairs, or another relevant field.

Experience 

  • Minimum of 5 years of relevant professional experience in international humanitarian and/or development programming; experience with the Red Cross Red Crescent Movement is a strong asset.
  • Proven experience in humanitarian assistance in a conflict setting preferred.
  • Proven experience in high-quality programme development and successful funding applications as well as implementation, including institutional donor proposals (EU/ECHO, MoFA, foundations, etc.).
  • Strong understanding of the project cycle, including planning, reporting, and donor compliance.
  • Excellent analytical and writing skills, including experience preparing donor reports and programme documentation.
  • Experience in capacity building or organisational development is an advantage.
  • Knowledge of the regional context is desirable.
  • Strong coordination, communication, and planning skills, with the ability to work effectively with multiple stakeholders.
  • Ability to work under pressure and in complex security environments.

  • Excellent interpersonal skills, cultural sensitivity, and a collaborative working style.
  • Motivation for humanitarian and development work, with commitment to Red Cross Red Crescent  values and principles and diversity & inclusion.

Languages

  • Excellent English skills (spoken and written) required; Ukrainian and/or Russian are an asset.

  • Standard for all delegate positions: National Society relations, Teamwork, Results-focused, Communication, Building trust, Integrity, Diversity and cultural sensitivity.
  • Specific for this position: Self-motivated, Critical and analytical mindset, Excellent coordination and negotiation skills, Strong time management, Ability to frequently travel to the implementation area.
