FRC is seeking a Regional Adviser / Climate, Anticipatory Action and Disaster Risk Reduction - Delegate for Africa. The position will be for 24 months fixed-term (with a possible extension) and placed in Nairobi, Kenya with frequent travels in African continent. Preferred starting date is latest June 10th, 2024. 

Background

Finnish Red Cross (FRC) International Aid (IAID) department consists of five units at the Headquarters (HQ) in Helsinki, three regional teams (East Africa; West and Southern Africa; and Asia) and the logistic centre in Tampere. The FRC international aid strategic framework sets our vision to be an impact-driven and adaptive international humanitarian partner, whose operating principles are driven by inclusion and localization. The role of the regional teams is to build strong and accountable partnerships with FRC’s Movement partners (National Red Cross Red Crescent Societies, IFRC and ICRC) and bring added value to their humanitarian and development work for improved impact. The regional adviser is part of the East Africa regional team, a regional advisers’ team in Africa and an FRC’s Climate-smart Disaster Preparedness and Disaster Risk Reduction core group.

Purpose

The purpose of the advisory position is to ensure that FRC contributions in Africa under the thematic area of Climate, Anticipatory Action and Disaster Risk Reduction, including climate-smart disaster preparedness, early warning early action, nature-based solutions and climate change adaptation activities, are relevant, effective and add value to FRC’s partner National Societies and contribute to inclusive, impactful, adaptive and localised RCRC action. The Regional Adviser provides technical advise to FRC’s partner National Societies to help them building stronger national programmatic and operative capacities and scale up localised action in the thematic area of Climate, Anticipatory Action and Disaster Risk Reduction.

Expected results

  1. Ensure that FRC and its partner National Societies in Africa have recognized expertise and organizational capabilities to deliver impact in the thematic area of Climate, Anticipatory Action and Disaster Risk Reduction through strengthening the thematic leadership and auxiliary role of National Societies.
  2. Successful identification of critical needs and fit-for-purpose solutions to strengthen institutional capacities of FRC’s partner National Societies in the thematic area, particularly at branch level, for more impactful RCRC action with the goal of reducing humanitarian impacts of climate change and strengthening the resilience of at-risk communities and those affected by protracted crises.
  3. Promote harmonized and National Society led learning and development of thematic knowledge, practices and approaches in each country and regionally, collecting quality evidence on relevance and impact, and constant improvement of distinctive RCRC action based on evidence.
  4. Support FRC to plan and expand its thematic and geographic programmatic support in Anticipatory Action, Disaster Risk Reduction and Climate Change Adaptation, fostering multi-stakeholder partnerships within and outside of the Movement.
  5. Contribute actively to FRC’s organisation-wide global learning, knowledge development and advocacy efforts in Anticipatory Action, Disaster Risk Reduction and Climate Change Adaptation.

Main responsibilities

  • Monitor and analyse the development of Climate Change, Anticipatory Action and Disaster Risk Reduction related issues and trends regionally.
  • Support FRC’s partner National Societies in planning, monitoring and implementing effective and quality Climate, Anticipatory Action and Disaster Risk Reduction activities.
  • Ensure thematic work supported by FRC follows the relevant policies, strategies, standards and good practices and is climate smart, conflict sensitive, inclusive and sensitive to differing needs, risks and capacities of girls and women, boys and men from different backgrounds and abilities.
  • Support FRC’s partner National Societies to develop their institutional capacities in the thematic area leading for improved community action and branch capacities.
  • Seek opportunities to support FRC’s partner National Societies in policy influencing and advocacy, and ensure that FRC supported programmes strengthen capacities of National Societies to engage with relevant authorities for distinctive RCRC action in the thematic area.
  • Represent FRC in relevant regional RCRC Movement and other relevant Climate, Anticipatory Action, Disaster Risk Reduction platforms and working groups.
  • Identify opportunities for cooperation with new partners and as required, support the development of plans and funding proposals within the thematic areas.
  • Identify lessons learnt and good practices from the FRC supported Climate, Anticipatory Action and Disaster Risk Reduction activities in Africa and contribute to FRC’s organization-wide learning and development.

We look for an experienced thematic Adviser with capacities and skills as follows:

Education

  • University degree in relevant field
  • Professional qualifications in Anticipatory Action, Disaster Risk Reduction, Climate Change Adaptation (e.g. Masters Degree in DRM, DRR/CCA or other relevant areas such as Climate and Health)

Experience

  • At least 5 years’ experience in working in humanitarian organisation in a humanitarian aid and/or development role (preferably within the Red Cross Red Crescent Movement) in advisory functions
  • 5 years of professional experience working with / or in developing countries, preferably Africa
  • Experience in supporting and designing anticipatory action, community-based disaster risk reduction and climate change adaptation capacity building activities
  • Experience on resource mobilisation (proposal development/writing), programme management and partnership development in the thematic area of Climate, Anticipatory Action and Disaster Risk Reduction

Skills and competencies

    • Evidence-based understanding on how to consider exclusion, gender inequality and climate change on Anticipatory Action and Disaster Risk Reduction.
    • Good coordination, assessment, direction setting and quality programme management skills.
    • Good collaboration and teamwork, interpersonal communication and networking skills.
    • Flexibility and capacity to adapt the advice and actions to different cultural and institutional contexts.
    • Problem solving capacities and readiness for learning as well as to facilitate other people’s learning.

Languages

  • Fluent written and spoken English required. French is a strong advantage. Spoken language of the concerned region: English and French.
