FRC is seeking a Regional Finance and Administration Delegate. The position will be fixed-term and placed in Somalia. Starting date latest on 1.10.2026. Mission length is 1 year. Fluent written and spoken English is required. Previous experience in financial accounting, planning and reporting as well as financial management of ECHO funded projects is an asset. Previous experience within the Red Cross Red Crescent Movement is an asset. 

Background

The Finnish Red Cross (FRC) International Aid (IAID) department consists of five units at the Headquarters (HQ) in Helsinki, three regional teams (East Africa; West and Southern Africa; and Asia) and the logistic centre in Tampere. The FRC international aid strategic framework sets our vision to be an impact-driven and adaptive international humanitarian partner, whose operating principles are driven by inclusion and localization. The FRC Regional team has a key role to ensure that the FRC IAID strategic framework and its four strategic drivers (impact-driven, adaptive, inclusive and localization) are at the centre of our work and engagement with partners in the region.

Job purpose

The Regional Finance and Administration Delegate (RFAD) will work with the FRC programmatic and operational staff and the National Society (NS) counterparts, enhancing the accountability and transparency of FRC-supported operations and programmes in their area. The RFAD will provide operational services and guidance for accurate and timely financial management, planning and reporting as well as financial risk management in operations and programmes supported by FRC. Together with other FRC regional staff, RFAD supports and advises the NSs in planning, implementation, monitoring, evaluation and reporting of the FRC supported operations and programmes with special regard to financial and administration issues. RFAD communicates ECHO requirements to the NS’s and ensures that NS’s reports meet ECHO requirements. RFAD will provide finance development and capacity building support to NS’s in the area.

Requirements:

  • Ensure sufficient operational services and guidance for accurate and timely financial planning, implementation and reporting in operations and programmes supported by FRC adhering to the back donor requirements.
  • Provide finance development and capacity building support, as agreed with the NS and FRC HQ, to National Societies in the region.
  • Ensure sufficient operational services and guidance for accurate and timely financial and risk management in operations and programmes supported by FRC.

Education:

  • University degree in financial management, economics or business administration

Experience:

  • Working experience in the fields of project financial planning, management and accounting
  • Professional experience in financial management, project audits etc.
  • Working experience in projects financed by European Union (particularly ECHO-funded projects) is an asset
  • Working experience with Red Cross Red Crescent Movement is an asset
  • Experience in facilitation, training, and negotiation is an asset
